Hard Drive taking time to access

Hello folks,

I have an SSD running my operating system and HDD with odds and sods files.
Whenever I access my HDD it seems to take time to access the first time round, as if the HDD is spinning up.

Is there some kind of default timeout to power down HDDs? Or is this signs of a developing problem? Its been like this for sometime.
 
Ive noticed the same ever since switching to an ssd as an os drive. When clicking on the mech drive in my computer, it takes a few seconds to access the drive content. Been like this for a while now and im on my second ssd. Probably that ive just got too used to the speed of an ssd now.

Sometimes it happens due to temp files, unused registries, virus or dump files etc. which are exists in our computers memory. The all above given options are perfect but when I found this problem personally. I used some sort of windows tools like; Tuneup, Glary or Revo Uninstaller etc which helps me to clean registries, the files left by uninstalled software and virus due to which my computer respond fast.;)
