You’ll need a composite capture card to get the sky picture on your laptop to start.
Once it’s on your laptop you‘ll need a program that streams video over the internet.
Due to the amount of Data going over the internet you’ll need a supplier with a good upload speed so the video doesn’t stop at the viewing end. And to control the sky over the net( I’m only assuming that you can) you’ll need a IR blaster that can connect to both the pc’s( Receiving end and sending end) and a separate program to send/stream the IR signal
This will be Hard and probably cost more then £30, so like mentioned before you’re better off getting a sling box
