Having a PC nightmare need advice

Firstly I would like to say hello. I found this forum after buying a superb chair from overclockers. I wish I had got my PC from them but that's hindsight now :( . Basically I have owned other machines before I got this one but nothing great. My wife was recently diagnosed with terminal cancer and as a present bought me a pc from a company who shall remain nameless. That's when the troubles started. Other than the fact it took an extra 4 weeks on top of the stated build time it arrived smashed to bits. I sent it back and they sent me a replacement, However it was missing the side panel on the case as they broke it and had none in stock. I'm still waiting for them to send me one 4 weeks on. Anyway that's not my main issue. The Thermaltake pump has started to make a very strange noise. It was pretty silent for the first 4 weeks but now its making a grinding noise like a hard drive defragging. The PC is also switching itself off randomly as the ASUS Maximus ranger VIII is seeing a voltage issue. For some reason the 3.3v rail is measuring between 3.387 and 3.698 so the PC shuts down. Any idea what could be causing the pump noise and power issues. I looked online and couldn't find any info. The Asus board is reading a code of 40 all the time now. The full build is as follows

Any advice would be great as I'm having a nightmare getting hold of the support from the company she got it from as they never answerer the phone

First of all sorry to hear about your news. I'm sure myself and plenty of the boys here will try and help you get your PC sorted.

But first of all... Is that seriously a molex to 6/8pin adaptor? on a pre built PC?

What brand PSU is it?

From the sound (and looks) of things. Although you probably have a great deal to deal with right now I dont think I would do anything except return that for a full refund. It is clearly not fit for purpose.
 
Is it just airlocked, looks like big air pockets in the tubes.

Try tilting it a few times or run it with the pump at the lowest point, sit it on it's end.
 
I have had it about 7 weeks now, the PSU says Aero Cool FSP Silver 80+ on it. I will try and speak to the company that built it but as I said they don't seem to answer the phone other than the sales number

Firstly, sorry to hear about your wife.

The pump making hard drive noises definitely sounds like air in the loop, as previously suggested try tilting it and see if it releases any bubbles - try running the loop with the cap off the res if possible as well.
 
Cheers guys for all the helpful advice. it looks like I have solved the issues. Firstly I looked over the whole PC and to my horror they hadn't fully pushed the power clip in on the motherboard. I pushed it till it clicked and now the power levels appear to have returned to

12v = 11.808
5v = 5.160
3.3v = 3.392

I tilted the case a number of times and some massive bubbled came out the pump and radiator. The pump is sounding a lot quieter. I will do this again over the next few days to try and get all the air to settle
