having trouble on my build

Power issues dont think its the power supply as i have tried another and it does the same thing, i got down to the fault, every time i plug the 4 pin power plug into my gigabyte ga 965p ds3 board it start a loop reset its self as if there is not enough power, when i unconnect it, i can get to power on, but not boot up on screen which ever card i try , old pci card and pci express,

i was thinking chip or board, what would make this happen
chip is s e660
power suppies tried are jan tech 750 and zalman 650 got ballistx trance 8500 in there

any help would be great

Right, so when you plug in the ATX 4pin plug the motherboard boots or do you press the power on button?? Is that right? It is possible to make it a little clearer as I can't make out what your doing to help fault find.

What RAM have you got in there?

right when atx 4 pin is plugged into the board and i press the pwer button it powers up then dies and repeates it self, when i unconnect it i get it power up but not boot
