Hdd causing freezes?

I use a external 5200rpm hdd for all my games and sometimes I get freezes that can last 1-5 seconds. Would putting games on a ssd fix this.

My pc is
I5 4460
12gb ram
Gtx 970

I play evolve a lot and I notice the disk usage is around 10% in game but then it goes upto 100% suddenly then drops again. Things like this seem to happen on a few games like the other day I was d doing l4d2 and it froze for 2 seconds and the sound kind of got stuck.

Im just not totally sure it is my hard drive because surely l4d2 doesn't use much disk usage
