HDD Dead? Silly question requires an answer.

A friend of the family has asked me to have a look at their HDD. I put into my machine, power up my PC and the HDD doesn't spin?

Is this dead?

I wanted to confirm to see if there is anything else I could try.

Well its a friend of the families brothers HDD. Asked me to take a look as he has over 500 pictures on there on family and kids etc.

I thought it would be a usual, a corupt version of Windows and that I could access it using my PC. Powered up my PC to find no movement in the HDD what-so-ever.
