Is there a program that lowers the rpm of hard drives? i have 4 drives and i want to keep my computer running during the night making minimal noise, maybe could set it to go active after 10 min of no activity for e.g not standby because i still want the computer to download but i wouldnt care about the speed of the hard drive when im not using it

You ca do it from windows, have a look at the power section in control panel :)
Unless I have a very strange install of windows, you can either have HD to turn off, or not... in the power options that is

Ahh you want to slow it down you mean?

I dont think thats possible tbh

If you were downloading there would constantly be activity on the hdds you were saving it to. If you are only downloading onto 1 hdd though you can set the other hdds to turn off. They will automatically turn on when there is activity.

If your hard drive has acoustic management features you can use their utility to activate it, will lose some performance but since your needs are not in that area it should be fine.

Drive power down is a built in function in Windows - check the power management section of control panel.

For the acoustic management stuff you need to get it from the drive manufacturer's own site.
