Should a brand new HDD have 91% in each fitness and performance?

My last HDD had 100% in both for about a year but was sata2 this new one is sata 3.

Ive installed 3 things on it, GPUZ, CPUZ and CCleaner, everything else is on my SSD.

Im not very happy with this as it only has 1 year warranty and its less then a week old!

Its read everything perfect for me over the years, ive also used crystaldisk info and it shows similar results.

The old HDD i have is rated Caution and 0% fitness via speedfan due to not being able to read the HDD, which sounds about right as its nearly 4 years old and is nearly 75% full, but the perfromance is still 90%.

The new one has 3 apps on it and lost 9% in both, ive checked the usage and it seems brand new, maybe seagate or not as good as other brands? My old is a samsung.
 
If you believe the software then the drive must be faulty. The only thing that could degrade at that speed is the number of reallocated sectors, and that would be bad. A full/extended scan with the manufacture's diagnostic tools would be a good idea.

Personally I think that it's more likely that the software is just drawing the wrong conclusions from the SMART data it's receiving. Different drives report the same counters in different ways. You're better off actually looking at the figures and drawing your own conclusions instead of believing a calculated 'fitness' percentage.
