What's the aforementioned quotation from, and how does it finish? It'll make a perfect finishing line in my essay but I just can't remember how it ends.
Help!
 
"...makes the rules." seems to be the Google search consensus... Although there are many variations! Can't find any origins of the phrase though...

I've found "Who controls the food supply controls the people; who controls the energy can control whole continents; who controls money can control the world." by Henry Kissinger, which will do instead.

Guess it's just one of those things that is known but not attributed to one person.

"makes the rules" would seem to make most sense. It sounds like a v****tion on "He who pays the piper calls the tune", which is possibly more well known.

First google hit is a link to a competitor shop by that name. Somewhat silly to censor it inside bigger words though.

Edit: which is hilarious because I would never have known that competitor existed if the forum filter hadn't prompted me to google it. :p
