Thats headlight or sidelight?

Either way illegal I would think. same as having a rear brake light out. It would give the impression from the front in the dark that it is a bike.

As that's an aftermarket Morette kit, I don't think the inside lights need to work, as on my old 306 with the same lights, only the outer ones worked for both sidelights and main beam.

A few guys do it on GT4OC, as the centre lights are just main beam. All you do is change the bulb and wiring a little bit so the outer light does side, low and main beam.

Of course it can!

H4 bulb and a push in sidelight, like 90% of all cars made before the late 90's.

just one chamber. Has the H4 bulb with dipped / mainbeam comming from the same place. Then just has a sidelight bulb stuck in the corner of the chamber somewhere

bit on the top is just for the indicators.
