Kind of like Heathrow is a very profitable private company and should be ensuring that all these ducks are in a row for its continued operation.
Some very high level discussion between the airport and NG would have been in order.

Oh I guarantee that it will not be just one board that will be spitting fire..

It also increases the operational risk for all the airlines using Heathrow for flight routes, logistics and flight services.. additional risk = additional cost.
