Hello dumb question maybe inside

Hi , we have a belkin router wireless jobby , going to be off to university soon so taking my computer. Without the router having a connection to a main desktop computer , will it be able to still be used by her laptop thats wireless?

or will she need to be plugged into it or another pc plugged in.

Do you normally have to have your PC turned on for her to access the net?

As long as the WAN connection doesn't come from your PC, yes.

If you tell us the model of router it will be easier

To ask the question in another way ...

Do you have a modem as well as a router or just the router?

or even easier, where does the phone line plug in?

or are you on cable?
