A Parp is a warning of impending stompification. It is considered polite to issue a parp before stomping someone. Issue parps when you think you'll be stomping someone who will actually read it.
A stomp is the action of passing someone in the overall rankings.
Since you just started and there are tons of slackers in the low ranks, you'll find that in the next few days you'll deliver hundreds of stomps.
