Help, Cannot delete from Recycle Bin

When ever I try to delete from my recycel Bin, I get this error message.

I have even go in under safe mode, but it still won't clear the bin for me

Hmm, can't even do it under safe-mode? How about restoring the file and then restarting the PC back into safe-mode and try deleting it again but use the key stroke that bypasses the recycle bin. Is it CTRL+SHIFT+DEL or something like that, SHIFT+DEL?

i think theres a program that tells you what it is that its being used by, i think google will come up with some results

Try this Unlocker.

Should get rid of it for and tell you what is locking it. I doubt it will work from the Recycle bin but if you can restore the file you won't have any problems.

When I go into the recycle bin, there is nothing in there for me to restore.

Try this Unlocker.

Should get rid of it for and tell you what is locking it. I doubt it will work from the Recycle bin but if you can restore the file you won't have any problems.

Already tried that, it also tells me that there is nothing to unlock

Maybe try deleting the files in Explorer.

Make sure "show hidden files and folders" is enabled.

Navigate to folder C:\RECYCLER.

Right click on the file (if there is more than one file select all of them).

Press and hold SHIFT and click DELETE.

Select YES when asked if you want to delete desktop.ini.

Repeat for all the other drives/partitions.
