(HELP!) Fan RPM speed is 1400, running around 1480 RPM

Depends on what the fan is and what it is doing! I wouldn't worry too much about a family running around 5% over speed.
Are you talking about a CPU fan? How is it you know it is running that fast?
 
How is it you can see it is running overspeed?
Are the fans good quality or are they cheap Ebay crap?
Are the fans plugged into the motherboard headers? (If not where are they getting their power from?).
 
The fan speed will be able to be adjusted in the bios based on parameters such as CPU temperature or system temperature :). This makes them speed up and slow down to suit. You will also be able to set their maximum speed, possibly as a percentage. How you do all this heavily depends on your motherboard settings and layout. Some fans are 3 pin and some are 4 pin (check the motherboard header it is plugged into....you'll need to note down the name of it anyway when adjusting bios settings) which does influence how they are controlled.

Corsair is fine. Just wanted to make sure you hadn't bought £2 fans from the Friday market!
 
Look at the specifications for any fan for sale on OCUK and the speed will be listed alongside +/- 10% so what you are describing is perfectly normal.
 
As others have said, fan speed spec is +/-10% so your 1400rpm factory spec fan could be as low as 1260rpm or as high as 1540rpm .. so your 1480rpm is well withing spec.
