Help Identify this Circuit board? (LED Sequencer?)

Can anyone help identify what sort of circuit/controller this is?

Its from an LED Lamp display kit with about 4/5 LED Marker lamps (commercial vehicle led lamps) which turn on and off one at a time in a sequence.


Trying to find out what this is so I can make a few of these myself for as this is only a sample.


Any help would be great.
