Lol, this is win As others have said, its a buzzer of some kind - could be door bell, house alarm, fire alarm etc. Probably disused as you've not heard it buzz I guess. Take it down

Its definately a piezo siren. We had one installed with our house alarm and OMG it deafens you when it goes off. That thing makes such a racket!
