Help launching software

This is a bit of a hard one to describe in a short title, so sorry about the subject.

The place I work (a university) has hundreds of software titles, and obviously, they can't all be listed in the Start menu.

They have a program which a user can launch and pick what software title they want to use which is then opened.

Is there some type of software out there which can replicate this?

Thanks for replying, unfortunately, that software is for a mac.

I also forgot to mention, that the software must be launched from another server.
