Help me get more from the pc

I have my rig (see sig) and want more speed from it.
However, an i7 build is out of the question due to funds.

My e6600 is at 333x9 currently. I don't really want to run 400x8 as my anything windows based aside from cpuz says it is 3.6ghz for some wierd reason.
At 3ghz the ram is still at 800mhz using a different divider and the cpu is nice and cool. Anything over 3.2ghz requires much more voltage and at 3.6 the temperature is around 75 and I seriously wonder how high intel burn test would send it!

At 3.6ghz around 1.4v (iirc) is needed and temps are ridiculous.

I have a cheap artic freezer 7 pro, which I cannot remove as the pins on it are broken and the next time it comes off it will have to be binned.

Should I be looking at a used 45nm quad at all?
Is 4ghz rather than 3ghz REALLY worth the effort?

I have a good motherboard but only 800mhz ram.

EDIT: I am looking to increase performance but not waste money for a tiny difference.

What is the main current use of your system? If gaming, id stick with what you have for the time being and invest in a good cooler, this will allow you to overclock your E6600 without having to worry about temps (1.4v for 3.6 is quite nice). A quad wont give you much of a benefit in games as very few are optimised for 4 cores, however if you do a lot of photo editing, video encoding it will show a return in theese applications. Your E6600 is still a pretty decent cpu and should last you until you do a full upgrade.

The e6600 is 3 years old and has done me very well. I just ran burn test and at 3.6 ghz I am actually using 1.46v (had to check, it isn't 1.4) and temps went over 100 for a second so I canceled the test.
I use the rig for high end gaming (over the last few years i have played oblivion, fallout3, Modern warfare 1+2, crysis) and internet.
What cooler would be good and quiet that is a good price?

The artic freezer 7 is quiet but very flimsy and cannot be much better than the stock HSF.

1.45v is fine on an E6600, i actually ran one at 3.6ghz on 1.525 for a long time, i was also using a freezer 7 at the time, load temps with p95 were 59c per core, what speed are you running the freezer fan at and what is the case airflow like?

Airflow isn't the best. I have not added any fans to the 300 at all and the one that is there is on silent as I prefer a quiet pc.
With 3.6ghz orthos will make it run at about 75-80c, I have not tried p95.
Even with the case open the cpu gets very hot.
 
Id consider a few low speed fans for the case to improve airflow, (also i meant to say orthos not p95):o.
