Help me identify a bird!

Hey chaps, so because of my new job I drive through the new forest in south england daily and have seen multiple birds I havent see in my sheltered town lifestyle!
Most of these I have identified (for example the nuthatch) but one still alludes me. I will list its attributes below and hopefully someone with better ornithological knowledge can alleviate my knowledge gap!

* Always spotted near fresh large puddle of rainwater
* About the size of a blackbird
* Colourings very similar to a Heron
* A couple of long feathers sticking up from its head, thin, several inches long

So far I've only seen it twice, but both times have been a "what on earths that" kind of moment!

Thats a possibility, if I was smoking something illegal and flying past :p

Sounds like a peacock to me.

Nah I've seen plenty of peacocks around here, mostly red smudges in the road with a few peacock feathers poking out, but several live ones too! And this is much smaller. with no decorative feathers anywhere bar the head. The rest of the body is mostly white with some blue or black. Wish I could stop mid drive one day to take a pic :/
 
A lapwing?

They certainly have a Crest. Doesn't look like a crow but probably isn't far off.

They usually are in flocks tho. But their call is very unmistakable. Like a hi pitched peeewit
In fact I've never seen one on its own

Oh nono I didnt mean it looks like a crow, just the same size as a crow. Maybe tbh more the size of a blackbird now I think of it.

Yknow, the google pics of lapwings are very close! But I think it was more white plumage and longer head feathers.
I'm sorry my descriptions arent better but we are close!

Edit: Also this chappy was definitely solitary, the only one I've seen. Couldnt tell you its call as I was driving past. It has long legs I think, like a wader type bird!

Hmm its possible, but thats still quite large.
The feathers on its head, I think there were two, were thin and delicate, and directly upwards as opposed to a lot of birds having long feathers at an angle.
Really wish I'd gotten a photo now but theres always angry cars behind me!
 
Is it a Greeb? although I think they're bigger than you're describing

Not a Greeb I'm afraid! This is a puzzle isnt it!
They cant be common birds, because I've only seen the one in my life, but I've only been travelling the route the last month and a half. Only seen it twice, a day after fresh rainfall, by a large puddle of rainwater in exactly the same area....
I wonder if its some kind of automated weather detector wooden bird or something lol
