The 260 is complete overkill for tf2. If you plan on playing other games though ofc, its a good investment.
You could ofc stick with the chipset you have and clock a little higher with the 8500.
Source engine can slow down a lot if you're on a server with a lot of players, so as others have said, TF2 is most certainly CPU dependant.
Playing at 640x480, you won't need more GPU power than what you have, at least for those requirements. I'm actually sort of surprised it's dipping down to 60fps in places at all really... When it happens (i know you said its in detailed areas) how many player on the server?
CPU upgrade and head for 4.0 ghz, the rest you can certainly leave for later (gpu and ram).
hmmmm, that really shouldn't be a problem.
Try entering a server on the map that gives you trouble with no one in there. If those same areas give you similar dips, i'd be inclined to change my mind and go for a gpu upgrade, like a 4850.
can i ask............... at 640 X 480 can you see everyone on the screen properly - thing is, you need detail in games like these so that you can pick up the distant targets and slight movement - at that low res you may struggle to a certain degree - why not 1024 X 768 to be on the safe side.
And another thing - you show me someone who can tell the difference between 100fps and 300 and ill eat my own face.

I can tell the difference between a 100 and 110 fps, and 640*480 is easy for me to pick up movement.
Why do you game at such a low res? Is it purely to maintain a high fps? Big FPS numbers aren't gonna stop you getting headshot by a 12 yr old noob gaming at 1920x1200 with lag. Or is this LAN only?
