Help need with restart issue

This problem is not one that i have. It is one that one of my brothers has, so he rang me to ask if i could help but i couldn't as i have not come across the issue before.
He build his daughter a PC a month or so back. From what he has told me its built on a Asus B-450-F mobo and Ryzen 5 3600 and a 650 watt corsair Power supply. The rest im not to sure about.
His problem is a couple of weeks ago the PC stopped restarting without them having to turn the power supply turned off and on again. If they chose the restart, shutdown or press the power button the PC shuts down as it should but refuses to restart as you would do normally. To get it to restart he has to turns off the power supply and on again then it will restart with no problem.
What could be causing it? Power supply issue?
Thanks for any advise that might be given you will help in making my young niece happy again.
 
Could be PSU.
But could be also its protections.
Resetting those usually needs power cycling it.

Anyway what's the precise model?
Regardless of brand hype Corsair has some very low end models.


"BIOS" battery running flat could be another cause of starting issues.
B450 is old enough that some old stock board could well approach that, especially considering nothing guarantees every single battery is good one.
