Photoshop light room and I do some encoding video well iv think iv got my list lol

You can even google simple search phrases such as photshop 8Gb vs 16Gb or video encoding 8Gb vs 16Gb to get an answer;) the general consensus when you look at newer articles is that 16Gb is best.

Max out on RAM
Photoshop uses random access memory (RAM) to process images. If Photoshop has insufficient memory, it uses hard-disk space, also known as a scratch disk, to process information. Accessing information in memory is faster than accessing information on a hard disk. Therefore, Photoshop is fastest when it can process all or most image information in RAM. If possible, allocate enough RAM to Photoshop to accommodate your largest image file.

How much RAM can Photoshop access?

Easier to have 16GB now on two sticks and leave two free ram slots clear should you wish to go 32GB later on.
 
Memory bandwidth is key on Haswell. The memory controller is strong and benefits from as much frequency with tight latency as possible.

In this case to avoid bottlenecks when redering use 16gb of at least 2133mhz RAM ideally 2400mhz.
