Help needed to re-enact Felix's world record jump

You need permission to launch helium balloons? What happens when kids accidentally let go of them when walking through the park...

In the US its an act of terrorism, and they put you in the chair, unless you have weapons on the baloon, in which case you are exercising your right to bear aerial arms, and you get a medla of honor.

When referring to these balloons we are talking about large weather balloons which would commonly reach altitudes of 100,000ft plus. They would usually have a "payload" attached too e.g. micro controllers, cameras etc hence the need for permission.
 
Had a successful flight this morning. Wind conditions weren't great but we decided to risk it anyway. The release mechanism for the parachute was 3 strands of string twined together, which took approx. 30 seconds to burn through once lit. He got as high as some big conker trees (about 50 ft) before automatic release, then parachuted safely down. I got the flight on video but the footage isn't that great, the camerawoman has only just turned 10 and was very excited.

The 'need' for permission isn't to do with it having a payload, it's to do with the potential for interfering with air traffic.
