Im currently connected to a University lan via an off campus connection, It used to be able to download from the sony website at 8mb a sec, and yes i did say 8mb a sec!. Only problem is now I think they've done something to throttle the connection speed back as Im currently downloading at 7k a sec :( .

Is there any software out there i could use to try to force a better connection speed without it being percieved as hacking by the uni?

Any help greatly appreciate

Forgive the stupid yet obvious question but....if you want to do a large download from a non-University site, why not just disconnect from their VPN/ proxy server?

p.s. they employ traffic shaping for precisely this sort of occurence- access to the University network form outside is there to facilitate access to resources (such as IP-restricted sites, journals, networked file storage). There is no real need or reason to use it for downloading movies/ Bitorrent as it won't make your connection go any faster :)
There is also a possibility that they might be having problems with their network too of course

I have no other connection method as thats the only one i can get, unless i use a modem, broadband of my own is not an option. As for bittorrent etc Im not even talking about using it, its just files like drivers etc that are a real pain to get when downloading at less than 10k a sec

Ah OK, makes a bit more sense now- sounds like you're using something like Resnet from halls? Unfortunately if they know what they're doing there won't be any "back-doors" to access the Internet without going through their proxy :(
My suggestion would be to contact their helpdesk, as standard HTTP traffic generally isnt throttled
