or maybe look at geforce in that price range? always had amd's and been happy with them although they do run hot.

EK cooling configurator website says they have no plans to make a full cover water block for that card.
But they do have "universal" blocks just for the core (so no idea about what you would do to cool memory and VRMs etc) that fit.
I haven't looked at any other company that's into the whole full cover water cooling stuff to see if they do them, only EK.

thank for all your help, greatly appreciated. 
i found a full cover block for the powercolor version of that card, however not really heard much about powercolor so will go do a little research into them now.
