Help please, computer won't boot

I just built a new pc for my parents and a I'm having a couple of problems with it:

Pressing the power button does nothing, however pressing the reset button makes it turn on for a few seconds and there are 4 beeps from the motherboard. Then it turns off, reboots an keeps doing the same thing until i switch it off at the power supply. I've tried switching the reset and the power buttons, but they both work fine. This is my build:

MSI H61M P25 B3
i5 3470
8gb corsair valueselect 1333MHz
ace 400w power supply
hitachi 500gb 7200rpm HDD

Try one stick of ram at a time for starters.

are you running a gpu?

Bit of a long shot here but it could be down to the motherboard needing a BIOS update to work with the CPU.

no gpu, and now ive tried taking all cables out the back, apart from the power cable, tried each stick of ram individually and tried it with no ram at all and its exactly the same :/

Have you tried to jump start the PSU, Google PSU paperclip jump start. Do it with just a fan attached.

The PSU is fine, just tested it. Also tried booting without the HDD, same 4 beeps. Could it be because of a bad motherboard?

you are using an h61 mobo although a 3 revision intended for 3rd gen cpus you may need to do a bios update.
