I bet it's an issue with the PWM hub on the back of the motherboard tray.

true, tbh, sounds like a bios setting that's gone awry...or that windows hasn't shut down properly and it's in one of those limbo states...Fans still shouldnt continue to run in any S-state.
Only other thing you could try is install windows on something other than the nvme and see if it behaves the same way.
the only other thing i can think of, if you've already done a bios reset, is if windows enters a hybrid sleep mode rather than a full shutdown...
Yeah I tried that out yesterday put it to f5cJust out of curiosity, have you tried updating board bios, might be worth a shot if you haven't before making the journey.

I’ve just removed the battery and started again just in case I’d messed something bios is back to f4 now which it was shipped with .

mine didnt shut off until I had updated to windows anniversary build which i think is something like build 1503
Just got back from ocUK shop where Danny helped me out no end with the issue, Motherboard was no good so i stripped out the pc there and rebuilt it with a new board in and it works fine now as tested it in the shop.
