help please whats the problem?

the problem i have is..... when i switch my pc on its starts for about 5 seconds then shuts down then restarts then shuts down etc etc. if you keep your finger pressed on the clear cmos button at the back its continues uptil you let it go then it goes into the cycle of start/stop/start,
it never gets into the boot screen so i have no fault codes or anything to go on.
how can i tell if its a mobo problem or a cpu problem?

So you can't even get into the BIOS? Could be any number of things tbh. Try booting the system with just one stick of RAM at a time and trying different slots. After that I would seek to test another PSU in there given you have already tried a CMOS reset by the looks of it.
