Help pls could the HD be stuffed

Hi, bit of a shot intue dark this I feel. I bought a pc from a longstanding OcUK member, after a delay in posting I finally received it, only to find the OS the member had put on did not boot. I asked the seller about this and was given some rubbish like "Well if you had replied to my message asking what name you wanted on the OS I would have completed the install" WTF?
I asked him how he registered the OS for me and he started spurting stuff about "Gary's mod" some sort of exploit to register windows 7.
After all this I decided to cease contact with the OcUK seller and just buy a retail copy of windows. b.t.w. This guy had good trust.

A couple of weeks down the line, I have purchased Windows 7 Home Premium and it seems to install ok, and even booted up once, then the screen went weird, (a blue colour with weird patterns) and crashes. Now it sticks at the windows starting logo every time and freezes. Exactly how it did as I first got it.
I have built a couple of systems though, fault finding from scratch I am stuck.
Not even sure I am poring in the right section, I am just totally lost where to start. Is it more likely to be the hard drive? Maybe damaged in transit? Is the RAM or CPU unstable? I just don't know how to check without getting windows installed.
Any help would greatly be appreciated, I bought the pc for my girlfriends brothers business and I feel a bit of a let down to him. Plus I will be £120 down if I can't fix it.
