Help problem solving PC that won't boot please

Ok, still having problems but since the bios update it's changed.
It still doesn't boot up to the bios screen but it does stay powered on. All fans are running, the mobo led code shows 00, perhaps more interesting, the CPU led on the mobo flashes on for a second off for 12 seconds, this cycle repeats until I hold the power switch to power off.
Sometimes it boots, I can tell instantly when it will because the led codes cycle instantly and rapidly through various codes.
I now have no USB devices except the keyboard widget and that is now directly off the mobo via a USB extension, it used to be on front panel USB2. I have been powering up using the mobo switch rather than case but haven't disconnected the front panel switch,audio or USB 2 & 3 cables from the mobo. I was going to try this but spotted the CPU led and thought this significant.

Did you clear the CMOS after the BIOS update? And reapply your settings?

Sorry no I thought the bios update implied clearing CMOS. I didn't reapply my settings as there wasn't anything to do. I generally only reset boot order anyway. I don't use any of the clocking settings.
Can I clear CMOS without powering up? Is there a jumper maybe?

You clear the CMOS with the system powered down, unplugged ideally and fully depleted of power - i.e. pressing the power button once unplugged/off. But if getting your machine unplugged is difficult for you don't concern yourself with this.

And yes, a BIOS update does reset the CMOS - but it's best practice to reset the CMOS straight after, especially if you start experiencing problems.
 
I can unplug, just need to find the jumper and I will do it now.
Have you delved under yet? If you haven't - we may need think about re-seating components - but i realise this may be difficult for you. (unless, we've done this already)

Ignore - we did all that already.
 
I had trouble with the front panel as I could only get the top free, so only had a look at the wires and felt them with a finger, seemed firm.

Hi, just going to butt in here as it isn't clear whether you actually unplugged all the case I/O leads (USB, audio, PWR, RESET, HDD LED, anything else) from the motherboard. Still need to rule that out, otherwise. That these cables are in one piece or connected properly isn't everything - need to see whether any improvement with all these cables detached.

I was hopeful the BIOS update would have helped as it's a known issue :/

Keeping all extremities crossed this CMOS reset has an effect.

I at least have found the hard copy of the mobo guide now.
Is this beginning to sound like mobo fault or is it still too early.
Btw, I ran the windows memory test yesterday during an idle 20 mins. It found no problem.

It would be useful to know but realise this is probably a very tiring troubleshooting method for you.

Before you do this - when you were routing around the case reseating cables did you notice any slight motherboard movement?

Could be anything - we're getting close to stripping all none essentials from the motherboard - but again will have to be guided by you. Ideally, if we get no luck from removing case leads and even none essential leads to the motherboard - we would next be considering building it outside of the case on a piece of cardboard.

*Plus replacing the motherboard battery seems to be a solid move too - even with the boards relatively young age.
 
4 memory sticks, 1 CPU, 1 GPUs, 4 data drives, 1 USB 2 keyboard/mouse widget. That is all that is connected now. Oh power cables of course.
