Help re-sizing a pic

I want this as my msn picture, out can figure out how to make it smaller can someone please do me the honors. Only got access to paint and its in Spainsh.

edit, it shoudl have a white background aswell

You can resize images in Paint

Click the fourth menu item along (Image in English) then click the second option down (Resize/Skew)

Alternatively press Ctrl+W

The top two boxes are to resize the image - the first box is for the horizontal dimension, the second for the vertical dimension. These are as a percentage of the total current size

Press OK when complete (top right button)

Thanks, strange when I try to set it as my msn picture its still the original size. Its in .gif format is that matters.
