Help! really weird video playback problem

Ok basically all the videos on my 2nd pc play back at double or juttery speeds. Using vlc, or wmp, and ingame videos too. I tried using media player classic and thats good but it doesnt solve the problem for ingame vids and such. So far I have tried gfx card driver reinstall and reinstalling ffdshow and some other video codecs and I am stumped....

had a similair problem many years back on a pc..eventually had to underclock the graphics card to get it right! i do think it was a dodgy oem card though
is your gfx card overclocked? might be worth looking at? if not please feel free to ignore this post.
