Help... screen.. "flicker"

So, I upgraded a couple of things in my PC (motherboard and CPU) and everything was going fine.. until this started happening. (I hope videos are okay, I just couldn't think of another way to show it).
It only does it when I'm not in full screen (like a game), and appears to be related to the 1680x1050 resolution, which is the native and anything lower just looks wrong.
Anyone know what it is...? Or more importantly how to fix it? Tried looking online but it's just giving me a headache. Thanks guys.
New specs are:
Motherboard: Asus Maximus VII Ranger
CPU: intel core i7 @4.00Ghz
Graphics Card: ASUS HD 7770
RAM: 12GB
(I know I need to upgrade my card because it's ridiculously unbalanced and I'm working on it, got a few months to wait though and the screen flicker is becoming more and more irritating)
Changing the resolution back and forth fixes it, doesn't make it any less annoying though...
 
Almost looks like the card is on its way out.

Remove it and connect to the motherboard and try that.
 
Yea what Stulid said, try the onboard graphics first

then try the gpu again and if it keep happening you need a replacement gpu pal

Also, check the connections as well... the amount of time my hdmi cable or older vga cable has dropped out or become loose...

also worth changing the cable, see if that is the problem, ive had it, bad cables do exist
 
Years ago I had very similar symptoms when my 9700 Pro's memory was on the way out. Sorry to say it looks like new GPU time, but as above you can prove that by using the on board iGPU.
