Help underclocking

I have a 9600GT and Windows 7 machine that needs to be under clocked so it can be made ultra silent. What's the best options to achieve this?
Was going to get them to have a new passive GPU but it needs to be able to be clocked back up for gaming every now and then.
Anyone help? Last time i over clocked was about 2005 and you could just use coolbits on nvidia cards.

bet best would be a third party cooler with a large low rpm silent fan on top tbh, would give good cooling and barely be audible.

Not possible as it is in a shuttle so nothing fits unfortunately.
