Help with £440 spec with requirements

Hi,

Looking to build a setup for a friend who has a few requirements of the PC.

1) Budget: £440
2) Keyboard, Mouse, Optical Drive, Case are all after thoughts. Can use old ones, but if there is excess then will get those.
3) Needs to be decent at HD Video editing -definately a quad core of some kind
4) Must be able to support dual monitors (at least one by HDMI which will also need to carry the sound -he will be using it to watch dvd's through TV via a 10m HDMI cable)
5) 500gb drive minimum
6) He does not play games at all.
7) Onboard sound is fine, as long as it can go out through the HDMI if need be.
8) No OS needed
9) Will not be overclocking
10) The more memory the better

i know it's a tight budget which makes this a bit of a challenge, any help appreciated. not ruling second hand components if i struggle to buy new.

The power supply is fine. The StealthXStream 400W is a CWT unit which has mostly Japanese made capacitors whereas the rest of the OCZ range are usually FSP units with Taiwanese and Chinese capacitors.
