Help with bandwidth limiting on a 3com wireless router!

Hi all I have a 3com wireless router:
3CRWDR101A75

I have 2 wireless connections to it and 1 of which is a user who i want to stop from hogging all the bandwidth.

Can anyone help me or suggest something to limit the download and upload speeds to this one particular wireless pc?
