It should try a boot up and moan that its recovered from a bad overclock and asks you to enter the BIOS, it may then bring up another Red box and have a moan again and it will try and go back to the last good settings.

Have to wip the Battery out and then leave it for a minute.
You did switch the power off as soon as it tried to start up? not when it turned off?
What Vcore and LLC did you set?
Did you save the working OC settings as a profile? its useful as it saves adjusting everything again like the SATA controller from IDE to AHCI etc and it gives you something to work from.
More volts, try turning the LLC up to say 4-5 to reduce the droop.
