I'm running a RTX3070 in my media pc , this is feeding a MSI 27" 1080p monitor via DP and my projector via HDMI. The problem I have is the PJ does not detect a source when fed through the 4k hdmi port but does on the standard hdmi port. Is this a settings issue or can the card physically not output 4k through HDMI ?

I have a 3080, that can certainly output 4k over HDMI, and I'd be extremely surprised if the 3070 couldn't. Have you tried a different HDMI cable?
3070 is HDMI4K capable.
I've presumed you have, but just in case, make sure projector is fully booted before trying to output onto 2nd(projector) screen, if running windows use Windows hot key to cycle through outputs:
win key+P
Can use mouse/arrow keys and enter button to scroll through modes.
