Good evening all.
Before I go through the utterly unpleasant procedure of OCer's ticketing system, I thought I'd ask here in case it's a simple fix.
I have had this system since spring 2023 but have only just connected it to a 4k display this week. The display is an LG 42 C2 OLED TV 120hz, and I am using a brand new £50 HDMI 2.1 cable. It isn't the TV at fault because rebooting the PC temporarily rids the tearing problem. This TV has many good reviews for use as a monitor with 4K compatible GPUs.
Here are the symptoms....
Regardless of browsing or just the desktop, the screen tears/flashes for a split second, with varying frequency like 2 in 10 seconds, or 1 in 30 seconds. I recorded it on my phone and paused at the frame which shows exactly what is happening. This image is with task manager open, which shows there was no other apps open. Please see image..

On top of the unbearable screen flashes, I am experiencing an unbearable noise while media is being played, which worsens when my cursor hovers over links. The noise is akin to the dial-up modem noise, but lower pitch. Since connecting to the 4K display, the GPU fans activate when media is played, which also gives this noise, but the fans aren't the noise source because as they speed up, the said noise doesn't change.
The build of the PC is as follows, and OCers built it. I've had 2 previous unrelated issues with it, which I was not happy about, hence not wanting to venture down OCer's ticketing process.
