Help with HD 5850 Please

Hi guys. I finally got my msi hd 5850 oc and am having problems I'd like your opinion on please. I run dual monitors and at first thought that I was experiencing the drop in 2d speeds which is all over this forum and the net but this is slightly different. I'm using msi afterburner to monitor temps and card activity and the card at the moment is at stock speeds. The card never drops below 400 core or 1000 memory whilst running 2d but constantly switches between the 2d and 3d speeds whilst doing nothing more than surfing the net or other 2d tasks. Usually just by scrolling the mouse wheel will start this process. Every time this sudden switch in speeds happens thats when I get the flickering and artifacts on both screens. I've read about manually setting 2d speeds but this was for when speeds were dropping below 400 so didn't want to do that until I'd asked you guys. Is the card faulty? It seems to idle warm. Low 50's, but is that because I run dual monitors? Haven't had chance to run many benchmarks but 3dMark 06 score was low. 14500. Crysis benchmark was low, 1920 x 1200 everything on very high dx10 no aa/af was 32fps. I've put my q6700 back to stock from 3.2ghz to start with when I installed card just to see how the card ran. I have just been keeping an eye on afterburner hardware monitor and whilst I have been typing this thread the 2d clocks have been rock stable with no spikes in speeds until I touched the mouse wheel and then it all starts again. Any help would be gratefully received. I am using windows 7 64bit Home premium, 10.4 catalyst drivers (Have tried others but same problem).

Just been running an Arma 2 benchmark and had msi afterburner running on the 2nd monitor at the same time. The flickering was still happening on the second monitor when the memory and core clocks were running at their default 3d speeds 765/1125. Is this a dud card because clocks were stable and still getting problems?
