Help With Hz question

Just got the below setup and have been playing MW2 but im unsure what the Hz i should set my monitor is the more the better if your monitor can support it ? mine goes from 59 to 75 hz so should i set it on 75 ?
Also should i be playing with Vsync on or off ?

yes higher is better.
vsync will sync your framerate to your monitors refresh rate ...the hz number.
it depends on how bad the tearing is really....if there is lots of screen tearing then you could enable vsync and see how that works.
