Help with initial research

I am looking to buy a completely new rig over the next few months and would like to know where to start looking and allocations of budget etc. I have 1800 but really I don't want to spend that all on a rig if I don't have to but I do want a good experience and traditionally blur and erratic framerates do make me feel a tad nauseous so I'd rather avoid those.

The games I would play would likely never be fps at all maybe a little Arma 3 but not much. The games I've enjoyed in the past are Stellaris, Cities Skylines, Black Desert Online and other MMOs, RTS games. That sort of thing.

Therefore to make that work and for it to be a good experience what kind of specs would I need. I'd want monitor and case so suggestions on what panel type etc and percentage to put towards the monitor would be helpful. I think case wise I've decided on the Fractal Design R6 but I am willing to explore other quiet builds as I hate noisy PCs. If I am being stupid though and higher airflow at load will produce a lower volume because the fans won't spin up so much then I'll reconsider.

Thank you for your help. This way I can go away do my own research and come back to check I am not making a stupid mistake. I know to wait for Zen 2 benchmarks and I will do that etc I just want to know what ballpark to look at for the other stuff ie will 144 refresh be a waste for me or would it be too costly to achieve. My initial thoughts were to go 1440p at 27 inch as this seems to be the sweet spot.

your right for waiting a little for Ryzen 3000 . Intel currently has gaming crown, and with ryzen 3000 I think they'll still keep it, but their lead will be cut down, specially at 1440p!!!! also should be £100 cheaper which in turns means more funds on a 1440p or 4k screen . though 1440p 144hz monitors are a nice sweet spot!

recommend anno 1800! hammers my RTX 2080 though at 1440p, specially when you hit latter tier tech and map gets populated. Current at highest settings and its 50 fps average !

I use an IPS panel, Aorus Freesync/G-Sync 1440p 144hz. for RTS love the colour. Response time isn't as fast as TN panels but the image quality/colour for RTS is much better :D
VA panels are a nice in between

also ARMA is CPU bound, so again, Intel still takes the cake but you have to pay for it =/
 
Thanks for the replies. I am hoping Zen2 hits what people hope for and I guess we'll know soon when benchmarks come out and we see the GBP cost.

So is 1440p at a higher frame rate worth it for rts type games or would 60 be OK and mean I get a drastically reduced cost. As for panel type I've got a very bright house so I was thinking IPS would be best for the games I play as I don't need a quick response and blurring on VA panels does concern me
