Help With Installing HDD Patch

I currently have the Samsung SpinPoint F3 1TB HDD, and am having an issue where my whole computer is very jerky and seems like it's a bit laggy at times.

I was directed to this patch which directly refers to this HDD and my motherboard, the P8P67, and is supposed to fix compatibility issues between the two, so I'm hoping this will solve my issue. However, I'm not sure how to apply the patch.

The first step is "1. Please unzip attached file to Bootable media (USB,CD, Floppy...etc)."
How do I go about creating a bootable media? I've looked up guides on how to do it but most are too complicated for my knowledge or don't seem to end up working, so I'm really looking for the most basic and easy guide there is. Preferably would want to do it on DVD, but can do a USB if easier.

And also, the third step is "3. Booting the system to DOS mode by bootable media.(which with this F/W flash program).".
How do I do this, specifically for my motherboard/BIOS?

When you unzip the file is it an ISO image file? Usually with these sort of things you unzip the file, burn it to disk and then boot from the disk. It will then either perform the update automatically or you need to enter a command (there might be a readme along with the file if this is the case).

It's a .exe file.
