Help with netbook performance

Hi all.
The mother has an Samsung NC10, but the CPU is always at 100% load.
It cannot even cope with Skype video calls. Even on audio only it is a bit meh. It came with Windows 7 basic.

I have disabled as many services on Windows 7 as possible. I have even upgraded the ram, but that made little difference.

The only other option I have is to put XP onto it - Would this help much?
 
Try Windows 8? I'm pretty sure it's meant to be decent on low-end spec machines. As nasty as it is generally, 8.1 I think adds the start bar back in.

What process is causing 100% usage? Doesn't sound right really.
 
It is more when you run anything it craps out at 100% load - Skype calls, Word, internet explorer.....just about any application really.

I feel that Windows XP was released in 2001 so will be all-round less cpu demanding.
