Can anyone help with specing me a new rig please?
£1200 budget, not a heavy gamer, only after single graphics card but
would like a min of 16gb RAM and a clockable i7 CPU

You missed the 16GB idle! :)

OP: What is the use of the rig? CAD, photo/video editing, Running number crunching or multiple VM's?

If none of these, the i7 and 16GB is a waste of money.. As an i5 and 8GB of RAM will be more than enough.

Idle: I wouldn't go for the H100 refurb personally.

Idle: I wouldn't go for the H100 refurb personally. I would`nt have one, but it can be changed for an air cooler.

Its for everything from gaming to web design, number crunching, movies, manipulation of data, development. I want to run a VM machine for browsing (have been hit too many times with viruses and ransomware).

Going to be honest i feel an i7 and 16GB will be wasted.. (not fully utlised) Though you do have a big enough budget to include them both..

Idles spec is a good starting point, though i'd change the RAM and the cooler..

Colour or cooler?
Im not in to all those fancy lights and stuff, the PC sits under the desk.
As for a cooler, I was thinking of either a H100 water cooler thing or a huge air cooler with a fan either side in a push/pull setup.

I agree that the spec is a good start. Any tips on what to look for with RAM, especially if Im thinking of clocking the CPU?
