Help with talktalk speed/dropouts?

Can any help me with some problems I am having with talktalk broadband, randomly the net will just stop working and start to just generally stop loading pages, even to the point of loosing connection, it seems to be happening sometimes late at night but also in the day it can struggle, even watching youtube videos can be a pain, they just stop loading sometimes and have to refresh one or two times to try and get it to work to which it's kind of starts to work especially 720 and above.

Another thing that happens sometimes is when doing a speed test at speedtest.net it will get 3/4 of the download at a good speed and then start to drop, sometimes to 1.5Mb/s or less but when it's working good it's great
and videos on youtube will play easily in 1080, but as above there are times throughout the week when something just stops working right.

Thing is voice comms and xbox live games will still play fine even when connection sometimes has been lost on two different PC's so something is a miss.

What I am concerned about is the SN Margin up/down 15/5.5, now from what I understand the down is on it's lower limit which is not good? from what I have read it should be around 16 down?

Is this a source of my problems?

I can't change supplier, as where I live only talktalk offer this kind of speed when it's working correctly, I have tried sky and Bt, both appalling in my area, I actually have posted on the talktalk members forum where it seems there are staff that will be able to help and even change profiles on the line, just waiting for them to catch up with mine.
