How on earth do I make an image like :

From a normal photograph.

The stamp filter works well...

Filter -> Sketch -> Stamp in Photoshop works pretty well, try playing with the contrast and layering several on top of each other for the best results.

Alternatively, I know some much more skilled people who painstakingly redraw photos as vector art to achieve that effect. I'll stick to my photoshop filters
