*Failsafe settings* where would i see this in the BIOS? Im about to change PCI-E freq as stated above. I'll post my motherboard also http://www.asrock.com/mb/overview.asp?Model=939S56-M

When you make it into BIOS (is it the DEL button on ASRocks?) it should be there on the main page. It will say fail safe, standard default, safe settings or something similar.
That should set the mobo to its factory default settings and theoretically all should work as it will be operating at it's most stable 'stock' settings!

/cry right so now i reset the the CMOS like the manual said for my mobo....and i get sweet F all im my screen EVEN with the old g-card i had been using to talk to you guys with lol (im now using the laptop) also im unable to turn it off from the on/off button at the front, only way of turning it off is by the PSU switch at the back arghhh what a nightmare

That's odd, CMOS reset isn't the same as loading the defaults but doesn't usually result in a non boot.
I'd tried reseting the CMOS, card worked in another PC, different PSU etc but it only finally worked when I reloaded the BIOS with the fail safe option.
Sure you fitted the little jumper back correctly from the CMOS?
Did you catch the power switch cable where it connects to the mobo. It's only a little 2 pin plug which comes off real easy. Just need nimble fingers to refit

Everything works fine now with the old g-card in me just being stupid 
anyways ive come to the conclusion that either the new card is bugged or it just simple doesnt like my motherboard? (and still makes alarm sounds) now if thats the case or if anyone can think of anything else ? the what should i do?
