Is there some sort of program I can put on a flash drive and boot from that will allow me to browse throguh any directories on the HDD that is connected?

Pretty much any Linux live CD / rescue CD should let you do it. I.e. Ubuntu - no need to install.

Hiren's Boot CD has a few file explorers. http://www.hirensbootcd.net/

Not sure if you can put it onto a flash drive, but it's very simple to burn it to CD with the included utility.

Mint 8 or Slax might be better for a live CD - much smaller size as the Ubuntu image is the full OS which just happens to let you boot it live. Though if you aren't in a rush its no big deal lol.
